Abstract: In this paper we show that the mass-energy density of the Universe can befully determined in terms of the cosmological redshifts, their time drifts andangular-diameter distance observer area distance. Besides providing anindirect measurement of the mass-energy density of the Universe, we show howone can use the time-drift of the cosmological redshifts as a replacement forthe mass-energy density element in the minimally required data set to constructan spherically symmetric Lema\^{\i}tre-Tolman-Bondi LTB model for theUniverse in observational coordinates.
