The governments face the competition from multi-position that has never appeared before, but it has provided the turning point for the Chinese economy-s adjustment and the government public administration innovation. E-government can promote the healthy development of government functions from the management to -governance- transformation,and it cound speed up the organizational structure of the network flat.
