Developed by the Academic Senate of the California Community Colleges, this document presents a set of universal standards of practice for all community college counseling programs in the state. Following an introduction, presenting background information on the development of the standards, the standards are presented in the following six areas: (1) core functions, including academic counseling, career counseling, personal counseling, crisis intervention, multicultural counseling, outreach, consultation and advocacy, program review and research, and training and professional development; (2) ethical standards, based on the American Counseling Association's (ACA's) guidelines related to the counseling relationship, confidentiality, professional responsibility, relationships with other professionals, evaluation and interpretation of results, training and supervision, research and publication, and resolving ethical issues; (3) organization and administration, including qualifications of the counseling administrator and the organization and scheduling of counseling services; (4) human resources, addressing minimum qualifications of counseling faculty, the number of faculty, and issues related to support staff; (5) physical facilities, including the need for sound-proofed offices and information resources; and (6) incorporating new technologies. The ACA's 1995 Code of Ethics and Standard of Practice is appended. (BCY)
