Measures for rural development should beadapted to the specific regional conditions and nationalprograms should allow for different regional priorities.However, decision-making for policy measures oftentakes place under special conditions with manyconcerned actors, unstructured decision problems andtime pressure. These conditions, decision-makers inadministrations and institutions are faced with, makethe formation of policy-measures for rural developmenta complex matter. Thus, there is the question arisinghow decision-makers can be supported in settingpriorities for allocating budgets for policy measuresamong regions. Recently, multi criteria decision-makingapproaches are discussed to tackle these kinds ofdecision problems. We show exemplarily for the Polishprogram of rural development, how decision-makingcould be supported using a multi-objectiveprogramming approach. Different preferences of actorscan be considered explicitly by visualizing “trade-offs”and an interactive use of the approach. For example, apolitical equity objective is implemented as aconstraint in the programming approach, restricting thebudget differences between regions to a defined level. Bya parameterization of the bound for budget differences,the trade-off between three objectives is displayedand evaluated. Using the exemplary programmingapproach, it is shown that the objective values of the twomain objectives of the PROW decline, when the budgetdifferences between regions are restricted for pursuing apolitical equity objective.
