The Southern Rural High School Study Initiative seeks to identify high performing rural high schools in the South, engage education leaders in the region in analyzing the challenges faced by these schools and consider the public policies that might serve to transfer the lessons and strategies used by these schools to other small rural high schools in the region. The purpose of this paper is to discuss policy options based on both prior knowledge and also site visits to five such high performing small rural high schools serving high poverty and/or high minority populations. [This paper represents a Rural School and Community Trust Policy Paper prepared for the Southern Rural High School Study Initiative, a joint venture of the Southern Governors' Association, Southern Regional Education Board, and The Rural School and Community Trust.]
