The mandate of the British Columbia Council on Admissions and Transfer (BCCAT) includes the responsibility to manage and coordinate the British Columbia (BC) Transfer System. Upon its inception in 1989, the Council inherited a Transfer System that included all BC public institutions, Yukon College, and three private institutions. Since then, new institutions have been approved to articulate within the BC Transfer System once they have undergone a quality assurance (QA) process acceptable to the Council. This document includes policy provisions approved in October 2008, and updated in March 2009. Provisions covered include: (1) Private Institution Degree Programs with Minister's Consent; (2) Membership Limited to Approved Programs; (3) Special Conditions Associated with Consent; (4) Institutions/Programs Appropriate for Articulation; (5) Formal Articulation and the BC Transfer Guide; (6) Provision of Assurances to BCCAT; (7) Designation as Sending or Receiving Institution in the BC Transfer Guide; (8) Reciprocity; (9) Block Transfer and Other Transfer Guides; (10) Transfer Protocols; (11) Declining to Articulate Requires a Sound Rationale; (12) BCCAT Fees; (13) Institutional Articulation Fees; (14) Yearly Review and Monitoring; (15) Discretion of BCCAT to Suspend Membership; (16) Changes to Minister's Consent; (17) Duty to inform; (18) Requesting Reconsideration; and (19) Revisions to this Policy.
