U.S. farmers have for years relied on thefinancial support of both federally fundedcrop insurance and direct disaster assistance.Limits on availability of federal fundsdictate that programs less costly to the governmentthan disaster programs but moreeffective than past crop insurance programsbe devised. An insurance program that paysaccording to losses in areas such as a countyis one alternative. With such a plan farmerswould pay less for protection. Its administrativecost would be less than typical cropinsurance programs. Quality county yielddata would be required.
