All governments require accurate information on how the economy functions in order toformulate and implement sound agricultural policies. Policies to ensure food security are nodifferent. Efforts to keep food prices at tolerable levels require information about thecompetitiveness of the wholesaling, milling, and retailing stages of the food value chain. Themain objective for this paper is to better inform policy discussions about the effects ofalternative maize pricing and marketing policies on national food security and agriculturaldevelopment.
