Summary: This thesis is an application of the current economic theoryof Julius Margolis and Walter Hirsch on the supply and demand for publicgoods and services. It is shown that the demand for public services hasa negative slope and that conscious cutbacks in services result in anupward shift and movement to the left along a new supply curve, therebyincreasing the unit cost of the service or good. Next, it is argued thatforecasting municipal expenditures based on a small sample can yieldmeaningful results if care is exercised in adjusting and compiling thedata base. It is concluded that there exists a significant level ofexplanatory power to the small body of current economic literature withinthis field.
