The 2003 reform of the European Union’s CommonAgricultural Policy (CAP) under CommissionerFischler was the most radical in the history of theCAP. This paper analyzes the causes and constraintsof the 2003 reform. The paper argues that an unusualcombination of pro-reform factors such as institutionalreforms, changes in the number and quality of thepolitical actors involved in the reform process, andstrong calls to reform from external factors cametogether in the first few years of the 21st century, allowingthis reform to be possible. Die 2003-Reform der Gemeinsamen Agrarpolitik derEU unter Kommissar Fischler ist die bisher radikalsteReform in der Geschichte der EU. In diesem Artikelwerden die Faktoren untersucht, die die Reform ermöglicht,aber in ihrer Ausgestaltung auch begrenzthaben. Es wird gezeigt, dass eine ungewöhnliche Kombinationvon „pro-Reform-Faktoren“ wie institutionellenReformen, Veränderungen in der Zusammensetzungund Anzahl der politischen Akteure und ausverschiedenen externen Faktoren resultierender Reformdruckzu Anfang des 21. Jahrhunderts diese Reformermöglicht hat.
